1. What is Country Assistance Policy?

The "Country Assistance Policy" is a document which lays down Japan's country-specific aid policy, with a view to further enhancing strategic value, efficiency, transparency and accountability of ODA. In formulating the Country Assistance Policy, the opinions of the "Country-based ODA Task Force," comprised mainly of members of the Embassy of Japan and the Japan International Cooperation Agency (JICA) office in each recipient country, are taken into consideration.

2. What is Rolling Plan?

The "Rolling Plan", which is the Annex to the "Country Assistance Policy", is a document tailored to each recipient country of Japan's ODA for the purpose of outlining an overall picture of Japan's assistance for the country with the systemized list of individual projects in accordance with the priority area, development issue and assistance program. The Plan is revised once a year and shared with the recipient country and other relevant parties with a view to further improving aid predictability.

Note: The Plan does not necessarily cover all of Japan's ODA projects toward the recipient country, due to factors such as the project size and timing of the update.

3. Background

In the ODA Review Final Report released in June 2010, it was determined that the "Country Assistance Programs (CAPs) will be redesigned into a concise and more strategic form to better highlight priority areas and the direction of assistance by country. The contents and the procedure to develop the CAPs will be streamlined while the CAPs will be drawn up for all the recipient countries in principle."

  1. (1) Changed the name of the document from "Country Assistance Programs" to the "Country Assistance Policies."
  2. (2) Formulate the Country Assistance Policy for all ODA recipient countries
  3. (3) Streamline the contents, and accelerate the formulation process
  4. (4) Combine the Rolling Plans as a annex document of the Country Assistance Policy

Annex of the Country Assistance Policy:

  • Basic Policy of Assistance
  • Priority Areas
  • Development Issues (including the "Background and current situation," and "Strategy")
  • Japan's Assistance Program (including the "Program Summary")
  • Project Name (including the "Scheme," "Schedule," and "Assistance Amount" and other relevant information)

5. Criteria of Selecting Countries

In principle, the Country Assistance Policies are to be formulated and revised for all ODA recipient countries.
