Since starting out with a sister-city affiliation with New York City in 1960, Tokyo has gone on to form sister-city or friendship city affiliations with eleven cities around the world.

Also, as part of the Asian Big City Network 21, which as established in 2001, Tokyo is one of eleven big cities that are jointly tackling common tasks such as developing environmental countermeasures, emergency management, etc.

In 2006, Tokyo concluded a policy alliance with London that positions environmental issues, the promotion of sports and tourism, and cultural exchanges as priority areas.

In addition to the above, a long list of leaders, ambassadors and administrators from countries around the world visit the Tokyo Metropolitan Government Tower, resulting in deepening exchanges.
