Minister IWAYA's Attendance at the Ministerial Meeting of the Ad Hoc Liaison Committee (AHLC)

On the afternoon of September 25th (local time), Minister for Foreign Affairs IWAYA Takeshi, during his visit to New York, attended the ministerial meeting of the Ad Hoc Liaison Committee (AHLC). The overview of the meeting is as follows.
- Minister IWAYA noted that Japan, together with Norway, served as a co-chair of the working group on "Economic Viability of the Palestinian State" at the "High-Level International Conference for the Peaceful Resolution of the Question of Palestine and the Implementation of the Two-State Solution". He stated that Japan has decided to join the Emergency Coalition led by France, Norway, Saudi Arabia and Spain in order to address the serious financial crisis facing the Palestinian Authority, which demonstrates Japan’s proactive role in the international community. He also expressed a profound sense of urgency regarding the current situation, which could undermine the very foundation of a two-state solution.
- Furthermore, Minister IWAYA stated that Japan has provided approximately 230 million US dollars in assistance to Palestine since October 2023. He also announced Japan’s decision to provide an additional 10 million dollars in aid, including food assistance and health sector support. In addition, he referred to Japan's distinct initiatives such as the "Corridor for Peace and Prosperity" initiative and the “Conference on Cooperation among East Asian countries for Palestinian Development (CEAPAD)." With Japan, the only Asian member of the AHLC, Minister IWAYA expressed Japan’s determination to actively support Palestine, aiming to bridge partners across the international community. He further emphasized the necessity of supporting the reform efforts of the Palestinian Authority, including through these initiatives.
- Many participants showed the view that urgently improving the dire humanitarian situation in Gaza, including famine, is essential. The participants made active discussions on addressing the current financial crisis faced by the Palestinian Authority and supporting its reforms, as well as future efforts of the AHLC members. Furthermore, the participants exchanged candid views on measures to follow up on and translate the outcomes of the "High-Level International Conference for the Peaceful Resolution of the Question of Palestine and the Implementation of the Two-State Solution" into concrete actions.

Ad Hoc Liaison Committee (AHLC) for Palestinian Support Established to coordinate the support provided by the international community during the Oslo Accords in 1993 among donors. Norway serves as the chair country, with participation from various countries and organizations. It is the only regular meeting where major donors gather to discuss Palestinian support. Japan is the only member country from Asia.
