State Minister Horii is talking with Ambassador Montaño

On December 23, Mr. HORII Iwao, State Minister for Foreign Affairs of Japan, received a courtesy call by H.E. Mr. César Augusto MONTAÑO Huerta, Ambassador Extraordinary and Plenipotentiary of the Republic of Ecuador to Japan. The overview is as follows:

  1. At the outset, State Minister Horii expressed his condolences on the passing of the former President Borja, who laid the foundation for democracy in Ecuador. He also stated that Ecuador is an important partner for Japan, sharing values and principles as a “neighboring” country across the Pacific Ocean, and that the momentum for strengthening relations has further increased by the visit of the President Noboa to Japan this year. Ambassador Montaño stated that Japan and Ecuador have been collaborating in the international arena and expressed his desire to further strengthen cooperative relations between both countries next year.
  2. In addition, both sides exchanged views on further strengthening bilateral relations between Japan and Ecuador and on international affairs.

Rodrigo Borja Cevallos (1935-2025): Born in Quito, he was elected to Congress in 1962 and served as President of the Republic of Ecuador from 1988 to 1992. Mr. Borja is credited with contributing to the foundation of Ecuador's democracy through efforts such as establishing the constitution and legal system and promoting multiparty democracy. He passed away on December 18, 2025, at the age of 90.
