On February 24th 2026, Mr. HORII Iwao, State Minister for Foreign Affairs received a courtesy call from 11 young leaders visiting Japan under “the 25th FEALAC Young Leaders Invitation Program” (representing Uruguay, El Salvador, Cambodia, Guatemala, Cuba, Nicaragua, Brazil, Brunei, Venezuela, Peru, and Laos) The outline of the courtesy call is as follows.

  1. State Minister HORII welcomed the visit of the FEALAC young leaders to Japan, and expressed his hope that, through the invitation program, they would deepen their understanding of Japan's efforts to solve water issues while utilizing science and technology, and contribute to further developing relations with Japan. He also introduced the roles of local governments for water supply systems and sewage treatment in Japan.
  2. In response, the young leaders expressed their gratitude to the Government of Japan. They stated that through this program they hoped to learn about water resource management, infrastructure construction, and disaster prevention measures, and to deepen their understanding of Japan's expertise in addressing the diversifying water challenges. They also expressed their willingness to leverage the experience and knowledge gained through this program to solve problems and advance initiatives of their own countries.
