Born in 1932. Received his Ph.D in economics from Keio University. Has been professor at Chuo University. Is now professor of economics at Keio University and vice-director of the Life Design Institute. Author of Market-Oriented Welfare Policy (in Japanese), Economic Policy Management: A Japan Approach (in English), and other books.
