Parliamentary Vice-Minister for Foreign Affairs MATSUMOTO delivering his remarks in front of the participants

On August 20, Mr. MATSUMOTO Hisashi, Parliamentary Vice-Minister for Foreign Affairs of Japan, attended the TICAD 9 (the Ninth Tokyo International Conference on African Development) thematic event entitled “Promoting Economic Inclusion and Self-Reliance of Forcibly Displaced Persons in Africa through Humanitarian, Development and Peace Nexus Approaches.” The event was hosted by the Japan International Cooperation Agency (JICA), and co-hosted by the Office of the United Nations High Commissioner for Refugees (UNHCR) and the United Nations Development Programme (UNDP). Mr. MATSUMOTO delivered opening remarks. The overview is as follows:

  1. In his remarks, Parliamentary Vice-Minister MATSUMOTO emphasized that the Humanitarian, Development and Peace Nexus (HDP Nexus) is an approach that, in addition to providing short-term “humanitarian assistance”, seeks to reduce the burden on refugee-hosting countries and decrease future humanitarian needs by advancing “development cooperation” and “peace efforts”. He noted that this initiative matches with the objectives of TICAD9 to promote development of Africa under the pillars of economic, social, and peace stability.
  2. He further stated that Japan has been actively advancing HDP Nexus initiatives at the global, regional, and national levels. He underscored that Japan will continue to address refugee-related challenges by working together with a wide range of stakeholders through a “whole-of-society” approach.
