On September 21 local time (September 22 JST), Launch Event of the Declaration for the Protection of Humanitarian Personnel was held in New York during the 80th United Nations General Assembly High-Level Week.

  1. Mr. IWAYA Takeshi, Minister for Foreign Affairs of Japan, participated in the video message presented at the event with other countries’ Foreign Ministers. In the video message, they introduced the Declaration for the Protection of Humanitarian Personnel which contains their commitments to respecting and upholding international law, including international humanitarian law, championing the protection of all humanitarian personnel, and preserving the role of humanitarian actions as attacks against humanitarian personnel must stop.
  2. At the event, and the Declaration for the Protection of Humanitarian Personnel was signed. Ambassador YAMAZAKI Kazuyuki, Permanent Mission of Japan to the United Nations, attended the event.

  • In June 2024, UN Security Council Resolution 2730 was adopted, calling on all countries to protect humanitarian personnel. Japan, as a non-permanent member, voted in favor as a co-sponsor.
  • In September 2024, under Australia's leadership, a ministerial-level meeting on the Protection of Humanitarian Personnel was held during the UN High-Level Week and a joint statement was released.
  • As a member of the Ministerial Group (Note), Japan has worked on drafting the “Declaration on the Protection of Humanitarian Personnel.”
