Participation of NGO, Keidanren (Japan Business Federation), Rengo(Japanese Trade Union Confederation) to the Delegation of Japan to the COP of the United Nations Framework Convention on Climate Change(UNFCCC)
The representatives from NGO, Keidanren and Rengo will join the delegation of Japan to the COP of the UNFCCC. The Paris Agreement entered into force in November 2016 and the negotiation is underway to develop its implementation guidelines by 2018. In order to ensure Japan's effective implementation of the Paris Agreement after 2020, it is essential to work together within Japan involving all key stakeholders so as to gain their understanding and support. Against such backdrop, Japan will participate in the COP negotiation together with these key stakeholders.
NGO, Keidanren and Rengo will participate in the Japanese delegation for UNFCCC under the following terms:
1. The number of participants
Two representatives in principle from each organization (NGO, Keidanren, Rengo)
2. Participating COP Meetings
(1) Relevant meetings of the delegation of Japan
(2) Open sessions of the COP
(3) Closed sessions of the COP opened to Observers
(4) Open events of the Japanese government e.g. open events in Japan Pavilion
* Above listed is example. As there are various types of meetings at COP, their participation is considered and decided in a case-by-case basis.
3. Basic requirements
The participating representatives are requested to observe the rules and regulations regarding conducts/compliance applicable to other members of the delegation.
