Publication of the proposed cooperation menu of co-creation for common agenda initiative for the Republic of Mozambique: “Stabilization of Cabo Delgado Province to Strengthen Supply Chains”

In the northern Mozambican province of Cabo Delgado, Africa's largest liquefied natural gas (LNG) project has been suspended since 2021, due to deteriorating security conditions, including attacks by armed groups. To resume the project, it is urgent to strengthen security measures in the province and provide humanitarian and development assistance to rebuild the lives of returning residents.
- At the Japan-Mozambique Foreign Ministers' Meeting in November 2023, Ms. KAMIKAWA Yoko, then-Minister for Foreign Affairs of Japan referred to the importance of the LNG development project in Cabo Delgado Province. Minister Kamikawa also affirmed with H. E. Ms. Verónica Nataniel MACAMO Dlhovo, then-Minister of Foreign Affairs and Cooperation of the Republic of Mozambique, the importance of working together on multifaceted development in the province and the northern region as a whole, and concurred on coordinating to realize development, including through the co-creation for common agenda initiative. At today’s Japan-Mozambique Summit Meeting, Mr. ISHIBA Shigeru, Prime Minister of Japan, and H. E. Mr. Daniel Francisco CHAPO, President of the Republic of Mozambique, also confirmed their continued support to the province.
- This initiative aims to stabilize the province by strengthening the law enforcement system and promoting reconstruction, ensure the stable operation of the LNG project, and improve access to international markets, including Japan, thereby supporting Mozambique's fair and sustainable development and high-quality growth. Japan will work towards promoting the development of Cabo Delgado Province, working together with various stakeholders including private companies, international organizations, and civil society.
- Japan also intends to further advance its cooperation with Mozambique, together with region-wide co-creation for common agenda initiative for Mozambique, Malawi and Zambia titled as “Strengthening the Global Supply Chain through Nacala Corridor Development”, announced on the occasion of the 9th Tokyo International Conference on African Development (TICAD 9).
