Meeting of the Foreign Ministers of the G4 Countries on UN Security Council Reform

On September 22, commencing at 5:15 p.m. local time (6:15 a.m. on September 23, Japan time) for approximately 45 minutes, Mr. MOTEGI Toshimitsu, Minister for Foreign Affairs of Japan, during his visit to New York, U.S., attended the Meeting of the Foreign Ministers of the G4 countries (Japan, Brazil, Germany and India) on United Nations Security Council Reform. On this occasion, the G4 Ministers issued a G4 Joint Ministerial Statement.

  1. Minister MOTEGI shared his views on the latest situation on Security Council reform and discussed future direction of work with the Foreign Ministers of Brazil, Germany and India.
  2. Minister MOTEGI highlighted that a majority of Member States expressed support for expansion of both the permanent and non-permanent categories of membership during the 80th session of the Intergovernmental Negotiations (IGN) on Security Council reform, and emphasized the importance of reflecting the expansion of both categories in a consolidated model (Note: a model consolidating reform proposals submitted by various Member States and groups). Minister MOTEGI also reiterated his firm resolve to continue collaboration within the G4 in the IGN during the current session, and further facilitate consultations with relevant countries, in order for the G4 to lead international discussions on this agenda.
  3. The G4 Ministers welcomed the presentation of the African model during the 80th session of the IGN, and expressed their commitment to close cooperation toward realizing Security Council reform, including the early development of a consolidated model that reflects the voice of the majority while working with relevant countries, including current permanent members of the Council and African countries, with a view to achieving concrete results during the current session. The G4 Foreign Ministers concurred that they would continue to coordinate closely.
