G7 Foreign Ministers' Meeting in Niagara
(Overview of the “Session 4: Energy Security and Critical Minerals”)

On November 12, commencing at 1:25 p.m. (3:25 a.m. Japan time on the following day) for approximately 75 minutes, Mr. MOTEGI Toshimitsu, Minister for Foreign Affairs of Japan, who is visiting Niagara, Canada, to attend the G7 Foreign Ministers' Meeting, participated in the G7 session on "Energy Security and Critical Minerals" (held in the format of a working lunch). The overview is as follows (the session was attended by the Foreign Ministers of the G7, the High Representative of the European Union for Foreign Affairs and Security Policy, and the Foreign Ministers of the invited countries, India, Ukraine, South Korea, Saudi Arabia, Brazil, South Africa, and Mexico).
- In this session, the G7 foreign ministers, together with the invited countries, engaged in discussions on various issues concerning energy security and critical minerals.
- The participating countries expressed concerns over the use of non-market policies and practices to disrupt the critical minerals supply chain, and Minister Motegi expressed serious concern over China's export control measures related to rare earths while noting the measures were postponed by one year. Additionally, the importance of addressing vulnerabilities and enhancing collective economic resilience and economic security by reducing economic dependencies in cooperation with partners was reaffirmed. Minister Motegi emphasized the importance of securing stable supply of critical minerals, including rare earths, under the cooperation among like-minded countries including the G7, and mentioned that it is important to further strengthen efforts on both the demand and supply sides. Furthermore, Minister Motegi highlighted Japan's ongoing efforts in various regions and expressed the intention to continue working closely with the G7 and relevant countries to build a resilient and reliable supply chain.
