  1. The Fifth Meeting of the Japan-EU Space Policy Dialogue was held in Brussels, Kingdom of Belgium on January 17, 2023.
  2. The Japanese delegation was led by Mr. KASAI Yasuyuki, Director General, National Space Policy Secretariat, Cabinet Office and Mr. ISHIZUKI Hideo, Ambassador in charge of International Security Policy (Deputy Assistant-Minister, Foreign Policy Bureau). The EU Delegation was led by Mr. Timo PESONEN, Director-General, Directorate-General for Defence Industry and Space, European Commission and Ms. Carine CLAEYS, Special Envoy for Space/Head of the Space Task Force, European External Action Service.
  3. The dialogue provided an opportunity to exchange information on the latest space policy of each side for fostering mutual trust and to hold discussions on space cooperation focusing on civil uses in the future.
  4. As a result of the dialogue to date, the Ministry of Economy, Trade and Industry (METI) and the European Commission (EC) signed the Cooperation Arrangement between Tellus-Copernics concerning data exchange. Japan and the EU also welcomed the progress of the cooperation between the National Space Policy Secretariat of the Cabinet Office and the EC on common message format of “Emergency Warning Satellite Services” using satellite navigation systems, Galileo and the Quasi-Zenith Satellite System (QZSS).
  5. Both sides decided to continue to communicate with each other, including holding this dialogue, to enhance cooperation on Space.

As both sides decided to launch a Japan-EU Space Policy Dialogue at the Joint Press Statement of the21st Japan-EU Summit in November 2013, the First Meeting was held in October 2014.

(3) The Cooperation Arrangement between Tellus-Copernics
Japan and EU signed cooperation arrangement for the purpose of data exchange between Japanese satellite data platform “Tellus” and EU’s “Copernics” program and promotion of the good practice of satellite data.
