The Third Quad Counterterrorism Working Group Meeting
On December 4 and 5, the Third Quad Counterterrorism Working Group (CTWG) Meeting was hosted by India in New Delhi.
H.E. Mr. MINAMI Hiroyuki, Representative of the Government of Japan, and Ambassador in charge of International Cooperation for Countering Terrorism and International Organized Crime served as the Head of Delegation of Japan, and government officials relating counter terrorism participated. Ms. Gemma Huggins, Ambassador for Counter Terrorism, Department of Foreign Affairs and Trade of Australia, Dr. Vinod Bahade, Joint Secretary for Counter Terrorism, Ministry of External Affairs of India, and Ms. Monica Ager Jacobsen, Senior Bureau Official for the United States Department of State Counterterrorism Bureau, represented as heads of delegation for each country.
During the Meeting, various topics including global threats of international terrorism were discussed, and the Joint Statement was issued. Quad partners conducted a tabletop exercise (TTX) as to "Counter Terrorism Operations in the Urban Environment” involving practitioners.
Next CTWG Meeting will be hosted by Australia in 2026.

The CTWG was launched at the Quad Foreign Ministers’ Meeting in March 2023, and its first meeting was held in Honolulu, United States, in December 2023, and second meeting was held in Tokyo, Japan in November 2024.
