State Minister for Foreign Affairs KUNIMITSU’s Visit to Ukraine, the Republic of Poland and the Repubic of Croatia (Results)
From June 21 to 29, Dr. KUNIMITSU Ayano, State Minister for Foreign Affairs of Japan, visited Ukraine, the Republic of Poland and the Republic of Croatia. The overview of the visit is as follows:
1 Ukraine
(1) Bilateral meetings(June 23)

Foreign Minister SYBIHA welcomed State Minister KUNIMITSU’s visit to Ukraine and expressed gratitude for Japan’s consistent support for Ukraine since the beginning of Russia’s aggression. State Minister KUNIMITSU emphasized the importance of the fundamental principle that unilateral attempts to change the status quo by force must not be tolerated, and reiterated that Japan’s position of “standing with Ukraine” and our solidarity remain unwavering. She also stated that Japan would continue to work to support Ukraine and impose sanctions against Russia in coordination with the G7 and the international community.

State Minister KUNIMITSU, together with State Minister of Economy, Trade and Industry YAMADA, paid courtesy calls on Prime Minister SVYRYDENKO and Deputy Prime Minister KACHKA, respectively, and exchanged views on further strengthening bilateral relations, particularly in the economic sphere. Prime Minister SVYRYDENKO and Deputy Prime Minister KACHKA, respectively, expressed their gratitude for Japan’s support.
(2) Visit of Sites, including facilities affected by Russian attacks
Wall of Remembrance of the Fallen for Ukraine

- a. State Minister KUNIMITSU, together with State Minister of Economy, Trade and Industry YAMADA, laid a wreath at the Wall of Remembrance of the Fallen for Ukraine.
- b. State Minister KUNIMITSU visited facilities in Kyiv that had been damaged by Russian attacks, including the Ukrainian National Chornobyl Museum, the Kyiv Pechersk Lavra, and the Lukyanivskyi Market, —and was briefed by stakeholders on the situations caused by the damages.
- c. State Minister KUNIMITSU visited the Bogomolets National Medical University Hospital receiving support from Japan and had a talk with stakeholders.

2 Poland
(1) Bilateral meeting(June 22)
- a. Meeting with H.E. Dr. Władysław Teofil BARTOSZEWSKI, Secretary of State of the Ministry of Foreign Affairs of the Republic of Poland
In light of the fact that bilateral relations were elevated to the “Comprehensive Strategic Partnership” during Polish Prime Minister Donald TUSK’s visit to Japan in April this year, State Minister KUNIMITSU and Secretary of State of the Ministry BARTOSZEWSKI exchanged views on further advancing cooperation, particularly in the economic sphere. They also exchanged views on the situation in Ukraine and efforts toward recovery and reconstruction, with the Ukraine Recovery Conference in mind.
- b. Meeting with Mr. Marcin PRZYDACZ, Secretary of State, Head of International Policy Bureau of the Chancellery of the President of the Republic of Poland
They exchanged views on the regional situation, including Russia and Ukraine, as well as China and North Korea.

The Panel Discussion on Human Dimension
State Minister KUNIMITSU attended the “Ukraine Recovery Conference,” co-hosted by the governments of Poland and Ukraine, and made an announcement regarding Japan’s support for Ukraine.
- a. National Statement
State Minister for Foreign Affairs KUNIMITSU issued a national statement, the summary of which is as follows: - ・Russia’s agression against Ukraine is an outrageous act that shakes the very foundations of the international order, and Japan condemns Russia’s fierce attacks in the strongest possible terms. Japan has been providing financial, recovery and reconstruction, and humanitarian assistance.
- ・Cooperation that utilizes Japan’s technology and expertise through the dispatch of public-private missions in the fields of industrial promotion, infrastructure, and food and agriculture is directly linked to the reconstruction of Ukraine. JICA has established the “Private Sector Promotion Fund” (JIDAI Fund) with the EBRD to provide loans to the private sector in Ukraine and neighboring countries.
- ・Japan is also implementing continuous support in the energy sector in preparation for the coming winter, as well as cooperation in the security sector through NATO.
- b. Panel Discussion on Human Dimention
- ・At the panel discussion on Human Dimention, State Minister KUNIMITSU delivered remarks with the following key points:
- ・Human resources are a critical element of Ukraine’s reconstruction and long-term economic development, and Japan will further strengthen its overall efforts to empower young people.
- ・Japan welcomes the use of World Bank loans backed by Japan’s credit enhancement for education reform program.
- ・Japan will continue to implement the “Human Resource Development Scholarship Program,” a grant aid initiative that supports young Ukrainian civil servants in obtaining academic degrees.

In addition to Donald Tusk, Prime Minister of the Republic of Poland, representing the co-host country, and Yulia Svyridenko, Prime Minister of Ukraine, representatives from more than 70 countries, international organizations, private companies, and civil society organizations attended the conference. Lively discussions took place to promote the participation of the society as a whole, including the private sector, in light of Ukraine’s urgent recovery and reconstruction needs.
(3) Ukraine Donor Platform Ministrial Meeting(June 25)

State Minister KUNIMITSU attended the Ukraine Donor Platform Ministerial Meeting, which coordinates the activities of major donors supporting Ukraine. She explained Japan’s contributions to Ukraine and, while commending the participating countries for their shared commitment to supporting Ukraine’s budget, stated that Japan would continue to contribute to the platform’s activities, including by supporting Ukraine’s reform efforts and facilitating the participation of private companies from like-minded countries in Ukraine’s reconstruction efforts.
(4) Meeting with H.E. Mr. Margus TSAHKNA, Minister of Foreign Affairs of the Republic of Estonia
On June 25, while attending the Ukraine Recovery Conference, State Minister KUNIMITSU exchanged views with Foreign Minister TSAKHKNA on Ukraine’s reconstruction and bilateral relations, among other matters, and they confirmed that they would continue to work closely together.
(5) Exchange of views with dignitaries from various countries and international organizations
In addition, State Minister KUNIMITSU attended a UNESCO-related meeting where practical guidelines for cultural heritage protection developed with Japan’s support was presented,—and stated that Japan was committed to provide assistance for the restoration of the Kyiv Pechersk Lavra, a World Heritage damaged by Russian attacks.

3 Croatia
(1) Dubrovnik Forum

On June 26 and 27, the "Dubrovnik Forum," an international conference annually hosted by the Croatian Government in Dubrovnik to discuss international affairs and global challenges, was held, and Dr. KUNIMITSU Ayano, State Minister for Foreign Affairs of Japan, attended.
Panel Discussion
On June 26, State Minister KUNIMITSU attended the forum's panel discussion, expressing the view that the security of the Euro-Atlantic and Indo-Pacific is inseparable, and introduced Japan's updated “Free and Open Indo-Pacific (FOIP)” as well as Japan's contributions to global health.
(2) Meeting with H.E. Mr. Tone Kajzer, Minister of Foreign and European Affairs of Slovenia
On June 27, State Minister KUNIMITSU held a meeting with Minister Kajzer, on the occasion of the forum. They concurred to cooperate on further developing the amicable bilateral relations and supporting the EU accession of the Western Balkan countries. State Minister KUNIMITSU explained Japan's efforts regarding the updated FOIP, and Minister Kajzer expressed his full support for Japan's initiatives. The two ministers also exchanged views on the situations in Ukraine and East Asia.
(3) Meeting with H.E. Mr. Frano Matušić, State Secretary of Foreign and European Affairs of Croatia
On June 27, State Minister KUNIMITSU held a meeting with State Secretary Matušić on the occasion of the forum. They concurred to continue working on support for Ukraine and the Western Balkan countries, and expressed their expectations for further progress in bilateral people-to-people exchange through Japan-Croatia Working Holiday Agreement and Air Services Agreement. They also exchanged views on the situations in Europe and the Indo-Pacific.
