Message by Ms. TAKAICHI Sanae, Prime Minister of Japan, for the 11h Three Seas Initiative (3SI) Summit
On April 28, Prime Minister TAKAICHI released a message for the 11th Three Seas Summit held in Dubrovnik, Croatia, the host country of this year’s Three Seas Initiative (3SI). The following is a summary of the message. (The message was read by Ambassador WADA, Embassy of Japan in Croatia.)
- Amid uncertain international conditions, stable energy supply and resilient supply chains are indispensable foundations for regional peace and stability. Strengthening North-South connectivity in the Baltic, Black, and Adriatic Sea regions—specifically in infrastructure, energy, and digital sectors—as envisioned by this initiative, is now more important than ever for realizing a united Europe.
- The principles of "Free and Open Indo-Pacific (FOIP)" and the concept of this initiative share many commonalities. To uphold the principles of "freedom," "openness," "diversity," "inclusiveness," and respect for the "rule of law," which resonate widely in the international community, we will work closely with the countries involved in this initiative.
- As a strategic partner of this initiative, Japan will continue its efforts in various fields.
(Reference1) Three Seas Initiative (3SI)
Three Seas Initiative was established in 2015 to strengthen connectivity and reduce the disparities in Central and Eastern Europe and the Baltic states. It promotes development of infrastructure in the energy, transport and digital sectors in the region surrounded by three seas (Baltic Sea, Black Sea and Adriatic Sea). Currently, thirteen countries are the members of the 3SI (Austria, Bulgaria, Croatia, Czech, Estonia, Greece, Hungary, Latvia, Lithuania, Poland, Romania, Slovakia and Slovenia). Japan became a strategic partner at the summit in 2024.
