On September 4, commencing at 11:48 a.m. for approximately 40 minutes, Mr. ISHIBA Shigeru, Prime Minister of Japan, held a summit meeting with H.E. Mr. Nikol PASHINYAN, Prime Minister of Republic of Armenia, who was paying a visit to Japan as an official Guest of Expo 2025 Osaka, Kansai. Following the meeting, commencing at 0:30 p.m. for approximately 65 minutes, Prime Minister ISHIBA hosted a working lunch joined by Prime Minister Pashinyan. The overview of the events is as follows:

1. Introduction

  1. Prime Minister ISHIBA welcomed Prime Minister Pashinyan’s visit to Japan and expressed his wishes for the successful holding of the National Day Event of Armenia in Expo 2025 Osaka, Kansai, Japan on September 5. He also stated that he would like to closely work together to deepen relations with Armenia as an important partner for cooperation in maintaining and strengthening free and open international order based on the rule of law.
  2. In response, Prime Minister Pashinyan expressed his gratitude for the warm welcome he received during his visit to Japan and his desire to further strengthen bilateral relations between the two countries.

2. Bilateral Relations

  1. Prime Minister ISHIBA welcomed the establishment of the “Japan-Armenia Network for Investment Environment Improvement” as well as the opening of the Gunma branch of the “Tumo Center”, an IT human resources development institution originating in Armenia, which he himself visited, and expressed his expectation for the further development of bilateral relations including in the IT area.
  2. In response, Prime Minister Pashinyan said that he would like to strengthen cooperation in important fields such as politics, economy and culture between the two countries.

3. Cooperation in the international arena

The two leaders affirmed the importance of international law and the principles of the UN Charter and confirmed that they will work closely together in the international arena.

4. Regional Situation

Prime Minister Pashinyan explained about efforts toward peace with Azerbaijan. Prime Minister ISHIBA welcomed the signing of the joint declaration between Armenia and Azerbaijan in the United States last month, and expressed his hope that it would lead to the achievement of peace between the two countries and bring lasting peace and prosperity to the Caucasus region.
The two leaders also discussed regional issues such as the situation in Russia and Ukraine and the situation in East Asia particularly the reaction against North Korea including nuclear and missile issues.

“Japan-Armenia Network for Investment Environment Improvement” is a network established in February 2025 among relevant ministries, agencies, and private companies of both countries, aiming to promote trade and investment between the two countries.

The “Tumo Center” is an IT talent development facility for youth established in 2011 with support from the Armenian diaspora in the United States etc. In July 2025, a branch of the “Tumo Center” opened in Gunma Prefecture as its first location in Asia.
