On November 16, commencing around 5:20 p.m. local time (November 17, 0:20 a.m. JST) for approximately 30 minutes, Mr. IWAYA Takeshi, Minister for Foreign Affairs of Japan, during his visit to Ukraine, attended the ceremony for the delivery of 1 gas turbine and 15 variable frequency drives for water pumping facilities to Kharkiv City and 2 gas pistons to Odesa City through the United Nations Development Programme (UNDP), and 32 small-scale power generators to the Kharkiv municipal Agency of water resources through the Japan International Cooperation Agency (JICA). These projects provide support to the Ministry of Energy of Ukraine through Japan's ODA projects. An overview of the ceremony is as follows.

  1. At the outset, Minister Iwaya stated that the continued impact of Russia's aggression against Ukraine makes it increasingly important to provide winterization assistance to protect the lives of the Ukrainian people as they enter the third winter, and that Japan would continue to provide such assistance.
  2. In response, H.E. Mr. German Galushchenko, Minister of Energy of Ukraine, expressed his deep gratitude for Japan's support to date, including the provision of energy equipment to the local cities this time.
  3. The assistance answers the needs of the Ukrainian government, aiming to contribute to the recovery and reinforcement of electricity and heating supplies to help the people of Ukraine overcome the severe winter.
