Regarding photographs of role-players acting as perpetrators included in the Ministry of Foreign Affairs press release dated September 10, 2026, on the release of videos on Tabi-Regi and Overseas Residential Registration, and on the Public-Private Joint Practical Training for Counter-Terrorism and Anti-Kidnapping Measures (Domestic), various comments have been posted.

The role-players portraying perpetrators in the training included both Japanese and foreign nationals, and the depiction, including attire, was not intended to suggest or associate with any particular ethnicity, region, or religion. If any misunderstanding has arisen, it was entirely unintended. In light of this, the Ministry has decided to remove the related photographs.

The Public-Private Joint Practical Training for Counter-Terrorism and Anti-Kidnapping Measures (Domestic) has been conducted annually in Japan since 2018, primarily for personnel of small and medium-sized enterprises (SMEs), to strengthen public-private coordination in emergencies, drawing on lessons from the July 2016 Dhaka terrorist attack. As threats facing Japanese nationals traveling and residing overseas continue to diversify, the Ministry recognizes the growing importance of this training and therefore recently conducted it.

The protection of Japanese nationals overseas is one of the Ministry of Foreign Affairs’ highest priorities, and the Ministry will continue to do its utmost.
