A Certificate of Eligibility, which is issued by a regional immigration authority under the jurisdiction of the Immigration Services Agency of Japan, certifies that the foreign national conforms to the conditions for landing in Japan (which means the activity stated in the application is not false and it is one of the activities (except Temporary Visitor) stipulated in the Immigration Control Act). (A proxy in Japan can make an application of COE) The application for Start-Up Visa must be with COE (the spouse or child of the entrepreneur can apply without COE, but it is recommended to have it). The entrepreneur who wishes to apply for this visa must conform to the conditions provided for by Ministry of Economy, Trade and Industry Order and must supported by a municipality in Japan.
