- The Fifth Conference on Facilitating the Entry into Force of the Comprehensive Nuclear-Test-Ban
Treaty (CTBT) will be held in Vienna, Austria, from September 17 (Mon) to
18 (Tue). Mr. Hitoshi Kimura, Senior Vice-Minister for Foreign Affairs,
will attend from Japan.
- At the Conference, high-level discussions will be held among the participating
states toward an early entry into force of the CTBT, and on the final day
of the Conference, a final declaration which includes an appeal for early
signature and ratification of the CTBT to those states which have not yet
done so and maintenance of the moratoria on nuclear testing, will be adopted.
- Japan regards the CTBT as a practical and concrete measure, which underpins
the international nuclear disarmament and non-proliferation regime founded
on the Treaty on the Non-Proliferation of Nuclear Weapons (NPT) for realizing
a nuclear-weapon free world, and it weighs extreme importance on its early
entry into force. Mr. Kimura, representing Japan, will deliver a statement
at the Conference, appeal importance of such matters as early entry into
force of the CTBT and the maintenance of the moratoria on nuclear testing
and call on those states which have not yet signed or ratified CTBT to sign
and ratify it as soon as possible.
- Mr. Kimura will also exchange views with personnels during his stay in Vienna.
