Statement by Foreign Minister Nakasone, on the Report Concerning the United States’ Anti-Dumping Procedures (Zeroing) Under WTO Dispute Settlement

The Government of Japan welcomes a Report issued on August 18 (Tue) in Geneva by the Appellate Body of the World Trade Organization (WTO) that affirms Japan's claims in its appeal, concerning compliance of the United States with respect to its recognized breach of the WTO Agreements on zeroing methodology it maintains in its anti-dumping procedures.
     
  2. This Appellate Body Report, following the Panel Report issued in April 2009, found that the United States failed to comply with WTO recommendations and rulings, and that the measures taken to comply by the United States were in violation of the WTO Agreements. The Appellate Body Report makes it clear that restrictions on international trade by impermissible anti-dumping duty imposition cannot be tolerated, and the Government of Japan highly praises this Report as contributing to the maintenance and development of a rule-based free trade system.
