From September 30 2023 to October 6 2023, Mr. HORII Iwao, State Minister for Foreign Affairs, visited the Independent State of Papua New Guinea and the Commonwealth of Australia (Canberra, Australian Capital Territory, and Sydney, New South Wales). The overview of the visit is as follows.

I Papua New Guinea (From October 1 to 3)

1. Visit to Japan's Economic Cooperation Project Site

State Minister Horii visited the Port Moresby Sewerage System Upgrading Project Facility

On October 1, State Minister Horii visited the Port Moresby Sewerage System Upgrading Project Facility, which was developed with Japan’s support.

2. Exchange of views with the Japan International Cooperation Agency (JICA)

On October 1, State Minister Horii exchanged views with members of the Japan International Cooperation Agency (JICA) and other experts.

3. Meeting with citizens who have studied in Japan

On October 1, State Minister Horii visited local citizens with experience studying in Japan.

4. Attendance at the opening ceremony of the Nadzab Tomodachi International Airport and visit to the Airport

On October 2, State Minister Horii attended the opening ceremony of the Nadzab Tomodachi International Airport, which was developed with Japan’s loan assistance. State Minister Horii delivered an address at the opening ceremony. He offered his congratulations on the opening of the airport, stated his appreciation for the "Tomodachi," which means “Friend,” renaming initiated by Hon. James MARAPE, Prime Minister of the Independent State of Papua New Guinea, and stated that Japan would like to continue to support Papua New Guinea who is a key part of the region and has strong ties with Japan. After the opening ceremony, State Minister Horii visited the airport with Prime Minister Marape.
State Minister Horii also held an informal talk with Prime Minister Marape before and after the opening ceremony.
State Minister Horii noted that 2025 is the 50th anniversary of the establishment of diplomatic relations between Japan and Papua New Guinea, and expressed his desire to work together to further develop the bilateral relationship between the two countries. He also expressed his hope that the Nadzab Tomodachi International Airport would be utilized by the people and be engraved in their memories as a symbol of the friendly relations between the two countries.
In response, Prime Minister Marape expressed his gratitude for Japan's loan support for the construction of the airport. He also expressed his hope that tourism and fisheries in Papua New Guinea will develop by using the airport as a hub.

5. Meeting with Japanese residents in Papua New Guinea

On October 3, State Minister Horii visited Japanese residents of Papua New Guinea.

6. Courtesy call on Hon. James MARAPE, Prime Minister of Independent State of Papua New Guinea

On October 3, State Minister Horii paid a courtesy call on Hon. James Marape Prime Ministerof Independent State of Papua New Guinea.
Prime Minister Marape touched on the long-standing friendship between Japan and Papua New Guinea and expressed his gratitude for Japan's efforts.
State Minister Horii touched on Japan's support and stated that Japan would like to continue to be a partner that can meet the needs of Papua New Guinea.
State Minister Horii also expressed his gratitude to Prime Minister Marape's statement concerning the discharge of ALPS-treated water into the sea, which is that it should be permitted if Japan complies with international standards and regulations and assures its safety. He stated that Japan will continue to provide detailed explanations to the countries concerned. In response, Prime Minister Marape stated that he supports Japan's efforts to ensure the safety of the discharge.
The two sides exchanged views on regional affairs, including situations in the East and South China Seas, economic coercion, opaque and unfair developmental finance, and addressing North Korea (including the nuclear, missile, and abductions issues).

7. Visit to the JICA Papua New Guinea Office

On October 3, State Minister Horii visited the JICA Papua New Guinea Office and exchanged views with the staff.

II Canberra (From October 3 to 4)

1. Meeting with The Hon Pat Conroy MP, Minister for International Development and the Pacific, Minister for Defence Industry

State Minister Horii held a video teleconference meeting with The Hon Pat Conroy MP, Minister for International Development and the Pacific, Minister for Defence Industry

On October 4, State Minister Horii held a video teleconference meeting with The Hon Pat Conroy MP, Minister for International Development and the Pacific, Minister for Defence Industry. State Minister Horii stated that he had visited Papua New Guinea before his visit to Australia, and that he would utilize the occasion of the 10th Pacific Islands Leaders Meeting (PALM 10) next year to support the efforts of Pacific Island Countries (PICs) in line with the PIF's "2050 Strategy for the Blue Pacific Continent,” while expressing strong support for regional unity. State Minister Horii stated that Japan would continue to further support their needs. In response, Minister Conroy welcomed Japan's support for the Pacific Island Countries and expressed his intention to deepen bilateral cooperation in this field.

2. Meeting with Ms. Jan Adams AO PSM, Secretary, Department of Foreign Affairs and Trade

On October 4, State Minister Horii held a meeting with Ms. Jan Adams AO PSM, Secretary, Department of Foreign Affairs and Trade.
The two sides welcomed the joint exercises conducted under the "Agreement between Japan and Australia on Facilitation of Mutual Access and Cooperation between the Self-Defense Forces of Japan and the Australian Defense Force (“Japan-Australia RAA”), which was ratified in August. The two sides also reaffirmed the importance of Australia-Japan cooperation regarding natural resources and energy.
The two sides exchanged views on ALPS treated water. State Minister Horii expressed his gratitude for Australia's coordination with Japan in continuing to secure discussions based on scientific evidence. In response, Secretary Adams reiterated her understanding and support for Japan's efforts, and emphasized the importance of continued efforts to explain the situation to Pacific Island countries.

III. Sydney (From October 4 to 6)

1. Exchange of views with Fr Paul Glynn

On October 5, State Minister Horii met and exchanged views with Fr Paul Glynn, who was awarded the Order of Australia Medal for over 20 years of service in facilitating Japanese-Australian friendship and cooperation in Japan.

2. Meeting with The Hon. Chris Minns, Premier of New South Wales

On October 5, State Minister Horii held a meeting with the Hon. Chris Minns, Premier of New South Wales.
State Minister Horii stated that New South Wales, which has the largest economy in Australia and is home to many Japanese nationals and Japanese companies, has close ties with Japan. He expressed his hope to take a further leap in Japanese-New South Wales relations, including cooperation regarding natural resources and energy. In response, Prime Minister Minns stated that he would like to cooperate closely going forward in areas such as the economy and people-to-people exchanges to strengthen bilateral relationships between Japan and Australia.

3. Meeting with Japanese business representatives

On May 5, State Minister Horii visited Japanese business representatives in New South Wales.
