Japan-Uruguay Foreign Ministers’ Meeting

On Wednesday, November 7, from 6:30 p.m. at the Iikura Guesthouse, Mr. Koichiro GEMBA, Minister for Foreign Affairs of Japan, had a meeting for approximately 30 minutes and had a working dinner with H.E. Mr. Luis Leonardo ALMAGRO LEMES, Minister of Foreign Affairs of the Oriental Republic of Uruguay, who is currently in Japan on a working visit upon invitation by the Ministry of Foreign Affairs of Japan. An overview of the meeting is as follows:
- Minister Gemba began the talks by noting that Uruguay has a sophisticated culture and high level of education and is working to boost trade and investment, and stated that Japan would thus like to strengthen its cooperation and ties with the country. He added that he expected that this visit to Japan by Minister Almagro Lemes would further deepen his understanding of Japan. Minister Almagro Lemes responded by expressing his gratitude for the invitation to Japan.
- The ministers shared the view that Japan and Uruguay would start official negotiations aimed at the conclusion of an investment agreement between the two countries based on the results of preliminary discussions for such an investment agreement which took place at the end of last month.
Minister Almagro Lemes expressed his high expectations that the conclusion of the investment agreement will lead to the further expansion of investment from Japan. Minister Gemba praised Uruguay for its ongoing promotion of free and open trade and investment in South America, and stated that he expected that Uruguay would continue to give attention to maintaining a good environment for investment. He added that Japan placed importance on Uruguay, as a gateway to Mercosur, and said that he had expectations for Uruguay’s role in the future in developing free and open trade and investment in Mercosur. - The ministers shared the view that their countries would cooperate toward establishing a Mercury Reduction Treaty as a “Minamata Convention” in 2013.
- The ministers also had an exchange of opinions regarding topics such as cooperation on the United Nations (UN) reforms and international institutions, the situation in Latin America, the current status of relations between Japan and China, and the human rights situations in North Korea.
