40th Anniversary of the Establishment of Diplomatic Relations between Japan and Bhutan (2026)
Guidelines to Apply for Commemorative Events

The year 2026 marks the 40th anniversary of the establishment of diplomatic relations between Japan and Bhutan.
To celebrate this memorable year together with as many people as possible and further promote exchanges between Japan and Bhutan, various events to be held in Japan or Bhutan can be certified as commemorative events following the review of the application. If certified as commemorative events, the organizers will be entitled to use the official logo of the anniversary when holding the events. The guidelines of the application is as follows.
1. Eligibility
- Events in fields such as culture, art, sports, education, tourism, economics, and promoting friendship between Japan and Bhutan in the fields such as culture, art, sports, education, tourism, economy, and science.
- In principle, the events should take place either in Japan or Nepal in 2026. However, events to be held between November and December 2025 as well as between January and March 2027 may be eligible depending on the purpose and other factors.
- The events could not be certified as commemorative events for any of the following reasons:
- Events offensive to public order and morals.
- Events that violate or may violate the laws and regulations of Japan, Bhutan, or other locations where the event is held.
- Events that do not align with the purpose of the anniversary event to promote friendly relations between Japan and Bhutan.
- Events aimed at promoting specific ideologies, political claims, or religions.
- Events primarily for profit.
- Events lacking public benefit.
2. Application Procedures

(Note) Please attach materials outlining the event: exhibition list (for exhibitions), script or résumé (for films, plays, etc.), event program, entry guidelines (for open calls, competitions, etc.). - Revenue and Expenditure Budget Statement (Excel)

(Note) May be omitted if no income/expense is involved. - Letter of Pledge (Word)

- Materials outlining the organizing body
- List of board members
- Articles of incorporation or the equivalent (terms and regulations, bylaws, donations, etc.)
- History, business performance, and activities of the organization
- If the event organizer and the applicant are different, documents which explain the relationship between the organizer and applicant (contracts, etc.)
- Application Form (Word)
- Submission of the application Organizers should submit application documents by email to either of the following email addresses at least 3 weeks prior to the starting date of the event (or the date to request using the official logo for publicity purpose).
- For events held in Japan or a third country: Southwest Asia Division, Southeast and Southwest Asian Affairs Department, Asian and Oceanian Affairs Bureau, Ministry of Foreign Affairs:.
- For events held in Bhutan: Embassy of Japan in India:
- After reviewing the application, the organizer will be notified of the result. For events certified as commemorative events, the organizer may use the official logo on websites, social media, and other promotional materials for the event.
3. Post-Event Report
Organizers should submit Post-Event Report (Word)
summarizing the event details and results to the certifying body.
4. Notes
- Regarding the Application
- The application documents will not be returned.
- If the documents submitted on the application are insufficient, the certifying agency may ask for clarification or additional documents.
- The applications review may be declined if the application is submitted just before the event starts, or containing significant deficiencies.
- We cannot provide details of the review process.
- Regarding the Preparation and Holding of the event
- Even if the event is certified as commemorative event, all the responsibility for the holding of the event rests with the organizer. The Ministry of Foreign Affairs will not assume any responsibility as a result of the certification. The event certification does not constitute financial support for the event.
- If the event is canceled or the proposal is changed from what was stated in the application, please notify promptly the Southwest Asia Division, South Asia Department, Bureau of Asian and Oceanian Affairs, Ministry of Foreign Affairs, or the Embassy of Japan in Nepal.
- Certification may be revoked in the following cases:
- Failure to promptly report changes of the certified event from its original content at the application to the certifying body.
- Discovery of event details which were not included in the application documents, or changes of the event which fall under any of the items in 1 (3).
- Modifying the aspect ratio, color, or design of the official logo.
- Using the official logo for events other than the approved events.
