STANDARDS AND CERTIFICATION ISSUES

  1. Acceptability of the United States Environmental Protection Agency ("USEPA") certification to meet the requirements for the Government of Japan's engine exhaust and emissions test.
  2. Elimination of the catalytic converter overheat warning systems requirement by the Government of Japan.
  3. Acceptability of U.S. head restraint designs and certifications to meet the requirements of the Government of Japan's head restraint test.
  4. Acceptability of front turn signal lamps that meet U.S. certification standards to meet the requirements of the Government of Japan's complete on/off function of front turn signal lamps test.
  5. Acceptability of the U.S. vehicle identification number ("VIN") stamping requirement as the functional equivalent of the Government of Japan's VIN stamping requirement.
  6. Elimination of the requirement for submission of FMVSS 208 data for Type Designation and acceptability of the FMVSS 203 as functionally equivalent to the Japanese steering impact test.
  7. Elimination of the side-slip test requirement by the Government of Japan for vehicles imported under the Preferential Handling Procedures ("PHP").
  8. Assurance of equal treatment of all manufacturers' imports and parallel imports at the MOT Land Transport Offices.
  9. Acceptability of the U.S. SAE test as the functional equivalent of the Government of Japan's light alloy wheel test.
  10. Elimination of rear side marker lamp spacing standard of the Government of Japan or acceptability of the European Community rear side marking lamp spacing standard as equivalent to the Government of Japan's standard.
  11. Reduction of the emission audit levels for the PHP to the same level as those used in the Type Designation System ("TDS").
  12. Acceptability of emission testing data and certification of two-wheel drive versions of a vehicle model to fulfill the data requirements for full-time four-wheel drive versions of the same model.
  13. Acceptability of USEPA's derived deterioration factors for "trucks" in the case where those vehicles, for emissions purposes, are classified as cars in Japan. (e.g. Jeep Cherokee.)
  14. Acceptability of vehicles that meet the lamp installation requirements of FMVSS 108 for the purposes of the Government of Japan's head lamp spacing requirements.
  15. Elimination of requirement to type-designate four-lamp head lamp systems by the Government of Japan and acceptability of head lamps certified to the ECE Regulations.
  16. Elimination of minimum 400 mm seat width requirement by the Government of Japan.
  17. Acceptability of USEPA alternative test procedures for emission deterioration factors.
  18. Either (1) adoption of a policy that front fog lamps are permitted so long as they do not impede the performance of mandated lamps or (2) adoption of appropriate, transparent specifications for front fog lamps.
  19. Acceptability of final presentation of Preliminary Type Approval Test or TDS documentation in certain foreign cities.
  20. Permission for manufacturer to conduct final emissions inspection under PHP.
  21. Permission for manufacturer to conduct emissions and noise tests under PHP.
  22. Acceptability of PHP test data for subsequent TNS application.
  23. Acceptability of testing at approved foreign country testing facilities or manufacturers own approved facilities.
