MEMORANDUM ON CONDUCTING BILATERAL CONSULTATIONS BETWEEN THE MINISTRY OF FOREIGN AFFAIRS OF JAPAN AND THE MINISTRY OF FOREIGN AFFAIRS OF THE STATE OF KUWAIT
The Ministry of Foreign Affairs of Japan and the Ministry of Foreign Affairs of the State of Kuwait (hereinafter referred to as "both Ministries"),
Desiring to further promote the development of relations of friendship and cooperation in the political, economic and other fields between the two countries,
Abiding by the principle of mutual respect of each other's sovereignty, independence and non-interference in each other's internal affairs,
Believing that consultations and exchange of information on bilateral, regional and international issues of mutual interest will contribute to the deepening of mutual understanding,
Have decided as follows:
- Both Ministries will regularly hold consultative meetings at senior official level to discuss modalities of expanding and deepening the cooperation for the development of bilateral relations as well as international issues of common interest.
- The consultative meetings may be held on a regular basis, alternately in Tokyo and Kuwait or on the occasion of international conferences.
- Both Ministries will decide on the delegations, their ranks, specific dates, venue and agenda of the consultative meetings through diplomatic channels.
- The outcome of the consultative meetings will not be made public unless otherwise decided by both Ministries.
- Both Ministries will, within their competence, look for ways and means to further develop the bilateral relations in every field and on various levels.
