Mr. Tetsuro Yano, Senior Vice-Minister for Foreign Affairs
In 1970, Mr. Yano graduated from the Department of Political Science, Faculty of Law, Keio University and he joined Sankyo Bussan Co., Ltd.. In 1983, he was elected for the first time to the Tochigi Prefectural Assembly and in 1992 he was elected for the first time to the House of Councillors in the 16th election for the House of Councillors. Then he worked as Parliamentary Vice Minister of Defense Agency (Reshuffled Murayama Cabinet), State Secretary for Agriculture, Forestry and Fisheries (Second Reshuffled Hashimoto Cabinet) and Chairman, Committee on Foreign Affairs and Defense, House of Councillors. Since 2002, he is Senior Vice-Minister for Foreign Affairs.
Dr. Shigeki Tejima, Professor, Faculty of International Politics and Economics, Nishogakusha University
Dr. Tejima graduated from Yokohama National University in 1972 and started to work as a staff member for The Export-Import Bank of Japan in 1972. In 1977, he earned M.A. in Economics from Yale University. Then he worked as Representative for the Andean Region and Senior Analyst in the Export-Import Bank of Japan, and as Deputy Director General and Senior Economic Advisor of the Research Institute. Since 1999, he has been Professor of Nishogakusha University, Faculty of International Politics and Economics. In 2003, he earned Ph.D. Degree in Economics from Kansei Gakuin University.
Mr. Satoru Anzaki, Chairman of Committee on Sub-Saharan Africa, Japan Business Federation and Chairman of the Board, Komatsu Ltd.
Mr. Anzaki graduated from Faculty of Sociology, Hitotsubashi University in 1959 and Faculty of Economics of Hitotsubashi University in 1961. He joined Komatsu Ltd. in the same year. After working as Executive Managing Director (1991-1995) and President (1995-2001), he is Chairman of the Board since 2001. In addition, he also worked as Member of the Board of Executive Directors of Japan Business Federation, Vice Chairman of Japan-China Economic Association and Member of National Public Safety Commission (Cabinet Office). In 1988, he was awarded the Nation's Medal with Blue Ribbon.
Dr. Cherif Salif SY, Personal Representative of the President in charge of NEPAD, Senegal
In 1986, Dr. Sherif Salif Sy earned doctorate in Economic Science and Economic Policy from University of Paris VIII. He worked as Director of Dakar Trading Company, Consultant of FAO, and Professor of Dakar National Applied Economics Institution. From 1995 to 1998, he served as Chief Economic and Technical Advisor of Secretary of State assisting President of Senegal. At present, he is Economic and Technical Advisor of Prime Minister of Senegal and Personal Representative of the President of Senegal in charge of NEPAD.
Dr. Julius Jibril BALA, Director, Investment Climate Improvement and External Relations, Nigeria Investment Promotion Commission
In 1990, Dr. Julius Jibril BALA earned Ph. D. in Economics from Keio University, Tokyo, Japan. He worked as a lecturer of Department of Political Science/International Studies Program, Amadu Bello University, Nigeria. Prior to the present work from 2001, he also worked as Special Assistance to Chairman, Technical Committee on Privatization and Commercialization, Director of Promotion and Investor's Services, Nigeria Investment Promotion Commission, and Director of Zonal Offices, Nigeria Investment Promotion Commission etc.
Dr. Julius Kangogo KIPNGETICH, Managing Director, Investment Promotion Center of Kenya
In 1991, Mr. Julius Kangogo KIPNGETICH earned his MBA from University of Nairobi and he has been in Doctor of Philosophy Program of the same school since 1999. Since 1991, he has been a lecturer of Department of Management Science and served as Director of Students Welfare Authority. He was also management consultant having many clients such as UNDP, Ministry of Finance and Planning of Kenya and Kenya Institute of Management.
Mr. Moeletsi MBEKI, Director, KMM Investment Ltd, South Africa
Mr. Moeletsi Mbeki studied Building, Building Management and Sociology in England, obtaining an M.A. (Sociology) from the University of Warwick in 1982. He had worked as a journalist since 1979 in England and Zimbabwe. After returning to South Africa in 1990, he was Head of Communication for the Congress of South Africa Trade Unions and Media Consultant to the African National Congress. Mr. Mbeki is a director of several companies, KMM Investments Limited including. He is Deputy Chairman of the South African Institute for International Affairs, an independent think tank.
Mr. Arslan CHIKHAOUI, CEO of Transactions Nord-Sud, Algeria
Mr. Arslan CHIKHAOUI is graduated in Political Science and International Relations and in Economics (Berkeley University). From 1982 to 1990, he was Senior Administrator and Coordinator of the Development Aid and Cooperation Programs for Algeria, founded by the World Bank, USAID, the John's Hopkins University and the United Nations. From 1991 to 1994, he was Analyst-Advisor to the Algerian Institute for Studies and Global Strategy. In 1994, Mr. CHIKHAOUI founded the consultant company "Transactions Nord-Sud", specialized in consulting and expertise in economy, politics and marketing and since then he is CEO of the company. Both nationally and internationally, he has been involved with a lot of conferences and projects about economy and international affairs. He's actually involved as an expert in NEPAD and Euro-Med projects. In the 1999 Davos Summit, he was nominated as one of the one hundred Global Leaders for Tomorrow.
Dato' J. JEGATHESAN, Senior Investment and Technology Advisor for the Asia-Africa Investment and Technology Promotion Center
Dato' J. Jegatehsan graduated from the University of Malaya in 1966 with B.A. Honours in Economics and History. In the same year, he joined the Ministry of Trade and Industry of Malaysia (Now Malaysian Industrial Development Authority). In 1991, He was appointed as Deputy Director General of Malaysian Industrial Development Authority (MIDA). After retiring from the position in 1999, he served as consultant for UNDP and Multilateral Investment Guarantee Agency (MIGA of World Bank), Senior Advisor to UNCTAD, advisor to the Chairman G77 Chambers of Commerce and Industry. In 2001, Dato' J. Jegathesan was appointed by the Malaysian Government to the Malaysian National Advisory Council of the Global Knowledge Partnership and alternate Chairman to a Government Task Force relating to the establishment of a Global Knowledge Forum.
Dr. Patrick OSAKWE, Economic Affairs Officer and Leader, Macroeconomics and Finance Team, Economic and Social Policy Division, UNECA
Dr. Patrick OSAKWE earned doctorate in Economics from Queen's University, Canada. He did extensive research in the field of international development finance economy. From June 1997 to January 2002, he worked as a Senior Analyst in the International Department of the Bank of Canada. Dr. Patrick OSAKWE is currently the leader of the Macroeconomics and Finance Team in the Economic and Social Policy Division of the UN Economic Commission for Africa. He is also Cambridge Commonwealth Society Fellow.

After graduating from Waseda University in 1968, Mr. Imamiya joined Ferrous Raw Materials Department of the Mitsubishi Corporation. He worked in Iron Ore Department and Metals Group Planning & Coordination Department. In 1998, he was served as Director, President, Mitsubishi Corporation do Brazil and General Manager, Porte Alegre Office. Then he worked as General Manager for Metals Group Planning & Coordination Department and Division COO, Non-Ferrous Metals Division. Since 2001, he is Senior Vice President and Division COO of Non Ferrous Metals Division of the Mitsubishi Corporation.
Mr. Eiji Nishii, General Manager, Accounting Group, Primary Battery Company, Matsushita Battery Industrial Co., Ltd.
In 1966, Mr. Nishii joined Matsushita Electric Industrial Co., Ltd. He worked as Director in charge of accounting of Matsushita Electric Co. (East Africa) Ltd. (Tanzania) in 1982-1986 and became President of the company in 1986. After returning to Japan, he served as General Manager, Corporate Management Group, Lithium Primary Battery Division, Matsushita Battery Industrial Co., Ltd in 2000-2001. Since 2002, he has been General Manager, Primary Battery Company, Accounting Group, Matsushita Battery Industrial Co., Ltd.

In 1975, Mr. Miyajima joined Maruha Corporation-Head Office. After working in Maruha Corporation-Head Office, Shrimp Department and Overseas Fisheries Operations Department, he was stationed as Vice President& Member of Board of Directors at EFRIPEL-MOZAMBIQUE. Then he worked as Section Manager of Overseas Fisheries Operations Department and Overseas Operations Department No.1. Since 2001, he has been Assistant Manager, Overseas Operations Department No.1 of Maruha Corporation-Head Office.
Dr. Karl P. SAUVANT, Director, Division on Investment, Technology and Enterprise Development, United Nations Conference on Trade and Development (UNCTAD)
Dr. Sauvant received his Ph.D. degree from the University of Pennsylvania, U.S.A. He joined the United Nations in 1973 and, since 1975, has focused on matters related to foreign direct investment and transnational corporations. Since 1991, Dr. Sauvant has been the team leader of the prestigious annual United Nations publication, the World Investment Report. He is also the Editor-in-Chief of the journal Transnational Corporations. He wrote many books related to economic development, direct investment and transnational corporations.
Dr. Rainer GEIGER, Deputy Director, Directorate for Fiscal, Financial and Enterprise Affairs, Organisation for Economic Co-operation and Development (OECD)
In 1971, Dr. Rainer GEIGER earned a Doctor of Law degree from University of Heidelberg. In 1972, he received a master's degree in law from Columbia University New York. From 1972 to 1976 he worked in the German Ministries for Economics and Economic Co-operation. From 1976 to 1977 he was Secretary of the Finance Commission of the Conference on International Economic Co-operation in Paris. In 1977, he joined the OECD and has held several posts, including Head of Division on Enterprise and Consumer Affairs and Deputy Director, Financial, Fiscal and Enterprise Affairs. He is associate professor for international economic law, University of Paris I and is the author of numerous publications.
Mr. Jeffery A. KATZ, Manager, Partnerships and External Affairs, African Region, World Bank
From 1985-87, Mr. Jeffery Katz was an economist in the World Bank's operations policy group, where he led reviews of adjustment operations, country assistance strategies and the World Bank policies. From 1993 to 1997, he was Senior Economist in the Private Sector Development and Economics Division of the Africa Region. He also involved in negotiations for replenishing the resources of the International Development Association (IDA). Prior to working as the manager in 2002, he was Lead Economist, Office of Vice President of Africa Region.
Mr. Denis Tersen, Minister Counsellor for Economic and Commercial Affairs, French Embassy in Japan
Mr. Denis Tersen graduated from Institut d'Etudes Politiques de Paris and Ecole Nationale d'Administration. In 1984, he joined Ministry of Economy and Finance of France. In the Ministry, He worked as Director of Middle East (1990-1993), Director of Trade Promotion and International Investment (1993-1995) and Deputy Director General for Trade Policy of Foreign Trade Relations Bureau. Then after serving as Advisor for international affairs and international trade to Mr. Dominique Strauss-Kahn, Minister of Economy, Finance and Industry (1997-1999), since 1999, he is Minister Counsellor for Economic and Commercial Affairs, French Embassy in Japan.
