October 15, 2026
On Wednesday, October 14 (U.S. time), Japan and the United States have concurred on the implementation of a semiconductor manufacturing project under the Strategic Investment Initiative set forth by the Governments of Japan and the United States.
- Regarding the Strategic Investment Initiative announced in September 2025, Japan and the United States have advanced various coordination efforts, including through Consultation Committee meetings.
- As a result, Japan and the United States have concurred on the implementation of a semiconductor manufacturing project in the State of New York, the United States, as the first semiconductor project under the Initiative. The estimated total project cost under the Initiative will be approximately 10 billion USD (approximately 1.6 trillion JPY), with construction scheduled to begin by the end of 2026. The project could potentially expand to approximately 21 billion USD in the future through the expansion of production facilities.
- The project aims to build a resilient semiconductor supply chain through cooperation between Japan and the United States in this strategically important area for economic security by expanding the production capacity of mature-node semiconductors, which are essential for a wide range of applications, including automobiles, industrial machinery, smartphones, and AI data centers.
- The project is also expected to provide Japanese companies with increased business opportunities through the supply of related equipment and machinery. For example, Tokyo Electron Ltd. and SCREEN Holdings Co., Ltd. have expressed interest in supplying manufacturing equipment, TOKYO OHKA KOGYO CO., LTD. in supplying materials and components, and Renesas Electronics Corporation in purchasing products.
Furthermore, the project is also expected to lead to profit for small and medium enterprises in the supply chain that supply parts and other items. For example, Fujikin Incorporated and Kusakawa Seiki Co., Ltd. have expressed interest in supplying manufacturing equipment, materials and components, and other items. - Japan will continue to work closely with the United States to ensure prompt and smooth implementation of the project.
