Signing and Exchange of Notes for Official Security Assistance (OSA) FY 2026 project to the Kingdom of Cambodia
On July 19 (same day local time), in Phnom Penh, the capital of the Kingdom of Cambodia, H.E. Mr. UENO Atsushi, Ambassador Extraordinary and Plenipotentiary of Japan to the Kingdom of Cambodia, and H.E. General TEA Seiha, Deputy Prime Minister and Minister of National Defence, signed and exchanged notes for 500 million yen for Japan’s Official Security Assistance (OSA) FY 2026 project.
- Cambodia is at the core of the Southern Economic Corridor in the Mekong region and a comprehensive strategic partner of Japan, and its development is important for stability and prosperity not only in ASEAN but also in the entire region.
- This project is to provide communications equipment to the Royal Cambodian Army and patrol boats to the Royal Cambodian Navy. Contributing to enhancing security capabilities of Cambodia and to maintaining and strengthening regional peace and stability through this OSA project is also meaningful to promote the security cooperation between Japan and Cambodia.
- It is also expected that the support through this OSA project for the Royal Cambodian Army will bring synergy with the communications practitioners exchange program conducted between the Japan Ground Self-Defense Force and the Royal Cambodian Army, which are aimed at establishing the first Communications School in Cambodia.

OSA is a grant aid cooperation framework which provides equipment and supplies as well as assistance for the development of infrastructures to armed forces and other related organizations of recipient countries. By enhancing their security and deterrence capabilities, OSA aims to strengthen our security cooperation with the recipient countries, to create a desirable security environment for Japan, and to contribute to maintaining and strengthening international peace and security.
