The Second Meeting of the Expert Panel on the Implementation Framework for Strategic Development Cooperation (Summary)

On April 27, the second meeting of the Expert Panel on the Implementation Framework for Strategic Development Cooperation was held at the Ministry of Foreign Affairs.

  1. At the outset of the meeting, Professor Koichiro Agata of Waseda University, who chairs the panel, stated that he wished to further deepen discussions at this meeting. This followed up on suggestions made by panel members at the previous meeting regarding the necessity of identifying current challenges in the implementation system of development cooperation, while also taking into account the future direction of development cooperation to be discussed by the panel.
  2. Subsequently, presentations were delivered by the panel members on the following topics: "The Current International Situation and the Role Development Cooperation Should Play", "Expectations for Development Cooperation from the Business Community", and "Expectations for Development Cooperation from Civil Society". Following these presentations, a vigorous and wide-ranging discussion took place among the members on various points. These included the increasingly multifaceted and complex roles required of development cooperation in the current international situation, its coordination with security policies, the time frames that development cooperation should consider, and challenges faced in implementing development cooperation, such as human resource development.
  3. It was decided that at the next meeting, discussions would continue on specific issues. The panel aims to compile and submit its recommendations to Foreign Minister MOTEGI around this summer, and will continue its discussions towards that goal.
