Publication of Preliminary ODA Data of 2025

On April 9, the Organisation for Economic Co-operation and Development (OECD) published the preliminary ODA data of the Development Assistance Committee (DAC) members in 2025 (grant equivalent basis).
- Japan’s total ODA in terms of US dollars was $16,217.98 million (1.7% decrease compared to the previous year; \2,427.3 billion in terms of Japanese yen, which is a 2.8% decrease compared to the previous year).
- The decrease in Japan’s ODA compared to the previous year was due primarily to a decline in bilateral grants through multilateral institutions as well as bilateral government loans.
- Japan’s ODA ranked fourth following Germany, the United States, and the United Kingdom (In the previous year, Japan also ranked fourth). The total amount of ODA by the 33 DAC member countries (not including the EU) amounted to $174.3 billion ($215.1 billion in the previous year).
- Japan’s ODA as a percentage of gross national income (GNI) was 0.35% (0.37% in the previous year), ranking 13th among DAC members (0. 26% for all DAC members (0.34% in the previous year)).

In 2025, Japan ranked 13th following Norway, Luxembourg, Sweden, Denmark, Netherlands, Germany, Switzerland, Finland, United Kingdom, Ireland, France and Belgium (Japan also ranked 13th in 2024).
