Publication of the White Paper on Development Cooperation 2025

On March 13, “White paper on Development Cooperation-Japan’s International Cooperation” was published.
- Every year, the Ministry of Foreign Affairs of Japan publishes a White Paper on Development Cooperation. The Paper summarizes Japan’s policies on development cooperation by issues and regions as well as its achievements over the course of the year.
- The 2025 edition of the White Paper on Development Cooperation reviews the journey of the Japan Overseas Cooperation Volunteers, which marked its 60th anniversary last year. It also introduces Japan's development cooperation efforts, while addressing the significance of ODA and its future direction. The White Paper is designed to be easy to understand for a wide range of people, with photographs and columns on specific development cooperation projects and initiatives.
- ODA is one of the key diplomatic tools for promoting “‘Responsible Japanese Diplomacy’ Creating Peace and Prosperity” amid severe international relations. Contributing to the peace and prosperity of the international society through ODA directly ensures the stable supply of resources, which in turn serves Japan's national interests, including its peace, stability, and further prosperity. Furthermore, by strategically and effectively utilizing ODA and employing new ODA mechanisms that encourage the Co-creation for common agenda initiative and private investment, we will also address critical issues such as economic security.
- The White Paper on Development Cooperation 2025 will be posted on the Ministry of Foreign Affairs of Japan's ODA website. The printed version of the White Paper will also be made available for purchase at a later date. The White Paper is also available in English, and the 2024 edition is available on the website.
