The Adoption of the Draft Resolution on the Elimination of Nuclear Weapons submitted by Japan in the Plenary Meeting of the United Nations General Assembly

On December 2 (December 1 local time), the draft resolution entitled “Steps to building a common roadmap towards a world without nuclear weapons,” submitted by the Government of Japan, was adopted with the support of 147 countries in the Plenary Meeting of the United Nations (UN) General Assembly.

  1. Through this resolution, the Government of Japan, while recognizing the need to present a way forward for realistic and practical measures to achieve a world without nuclear weapons for the purpose of maintaining and strengthening the Treaty on the Non-Proliferation of Nuclear Weapons (NPT), which is the cornerstone of the global nuclear non-proliferation and disarmament architecture, calls on the international community for the implementation of concrete measures based on “Hiroshima Action Plan" advocated by Japan, including the continued non-use of nuclear weapons, enhancement of transparency measures, the early commencement of negotiations on a Fissile Material Cut-Off Treaty (FMCT) as well as disarmament and non-proliferation education to improve understanding of the realities of atomic bombings.

This resolution was adopted with the broad support by a large number of states including both nuclear-weapon States and non-nuclear-weapon States, amid the deepening division within the international community over approaches to nuclear disarmament as well as an increasingly severe security environment, in this year that marks the 80th year since the atomic bombings of Hiroshima and Nagasaki. Through this resolution, Japan seeks continue to further enhance the momentum within the international community towards realizing a world without nuclear weapons, while persistently and steadily advancing realistic and practical efforts, and also looking ahead to next year’s 11th NPT Review Conference.
