Signing and Exchanging of Notes for Official Security Assistance (OSA) FY2025 Project to Malaysia
On October 22, in Kuala Lumpur, H.E. Mr. SHIKATA Noriyuki, Ambassador Extraordinary and Plenipotentiary of Japan to Malaysia, and H.E. Mr. Mohd Yani bin Daud, Deputy Secretary General of Ministry of Defence of Malaysia, signed and exchanged notes for 3.1 billion yen in “Official Security Assistance (OSA)” FY2025 project.
- Malaysia, a “Comprehensive Strategic Partner” of Japan, is a coastal country facing the Strait of Malacca and the southern part of the South China Sea, located at an important point on the maritime transportation route connecting the Indian Ocean and East Asia. The Malaysian Armed Forces engage in monitoring and surveillance of these sea lanes which are important for Japan and the surrounding region, playing a key role for stability and prosperity in the region. It is important to support enhancing security capabilities of Malaysia and to further strengthen its security cooperation between Japan and Malaysia.
- This project is to provide a diving support vessel(used as a base for divers of the Malaysian Navy in operations and trainings such as for search and rescue)and equipment to support the activities of ASEAN observer teams in the Cambodia-Thailand border areas (e.g. radio transceivers, binoculars) to the Malaysian Armed Forces. It is expected to contribute to maintaining and enhancing peace and stability in Malaysia and the region, thereby serving the realization of a “Free and Open Indo-Pacific.”

OSA is a grant aid cooperation framework which provides equipment and supplies as well as assistance for the development of infrastructures to armed forces and other related organizations of recipient countries. By enhancing their security and deterrence capabilities, OSA aims to strengthen our security cooperation with the recipient countries, to create a desirable security environment for Japan, and to contribute to maintaining and strengthening international peace and security.
