Revision of Strategy Document on Co-creation for Common Agenda Initiative in Development Cooperation

August 14, 2025
  1. The Co-creation for common agenda initiative was launched in the new Development Cooperation Charter approved by the Cabinet in June 2023, and the Strategy Document was published, outlining strategically important areas (1. Climate Change Response and Green Transformation (GX), 2. Economic resilience, 3. Promotion of digitalization and Digital Transformation (DX)) and ways to proceed with the initiative. Since then, the Government of Japan has been promoting concrete cooperation under this document.
  2. Taking into account the current development challenges and Japan's foreign policy, including increased necessity and importance of efforts for sustainability in the global health field, as well as increasing frequency and intensification of natural disasters worldwide, Japan revised the Strategy Document, adding “Disaster Risk Reduction (DRR)” to the first pillar of “ Climate Change Response and Green Transformation (GX)” and introducing “ Health” as a new strategic area.
  3. To implement development cooperation more strategically and effectively, based on this document, we will proactively propose attractive cooperation menus in dialogue with the partner countries, and through expanding and establishing cooperation utilizing Japan's knowledge and technology, we will aim to address the challenges of developing countries while simultaneously leading to solutions for the challenges and economic growth of Japan.
