Signing and Exchange of Notes Concerning Grant Aid “The Project for Human Resource Development Scholarship” to the Kingdom of Cambodia

On July 3, 2025, in Phnom Penh, the capital of the Kingdom of Cambodia, H.E. Mr. UENO Atsushi, Ambassador Extraordinary and Plenipotentiary of Japan to the Kingdom of Cambodia, and H.E. Mr. Prak Sokhonn, Deputy Prime Minister and  Minister of Foreign Affairs and International Cooperation of the Kingdom of Cambodia, signed and exchanged notes concerning the grant aid project for Human Resource Development Scholarship (grant provision of up to 442 million yen).

  1. In Cambodia, the civil war that lasted for approximately 20 years from the 1970s resulted in the loss of many talented citizens and insufficient development of higher education institutions. As a result, cultivating high-quality human resources is an urgent priority for the country. Japan has been taking steps to encourage Cambodia to further strengthen its economic and social infrastructure, and as part of this cooperation, Japan will support young Cambodian administrative officials in obtaining master's and doctoral degrees at Japanese postgraduate schools.
  2. This cooperation is expected to enable up to 24 young Cambodian administrative officials to study at Japanese universities. It is hoped that these officials will contribute to solving Cambodia's future development challenges and further strengthening friendly relations between Japan and Cambodia.
