Signing and Exchange of Notes Concerning Grant Aid Project to the Kingdom of Cambodia

On 23 January, 2025, in Phnom Penh, the capital of the Kingdom of Cambodia, H.E. Mr. UENO Atsushi, Ambassador Extraordinary and Plenipotentiary of Japan to the Kingdom of Cambodia, and H.E. Mr. Prak Sokhonn, Deputy Prime Minister and Minister of Foreign Affairs and International Cooperation of the Kingdom of Cambodia, signed and exchanged notes concerning a grant aid project of JPY 750 million to provide election related equipment (including election servers and cyber security equipment).

  1. In Cambodia, aging equipment for storing voter information has become an one of challenges in conducting fair elections in the country. In addition, the scale and impact of cyber-attacks are expanding every year, making it imperative to strengthen cyber-security measures to protect critical information in the country.
  2. This project is expected to contribute to the safe development of Cambodia's economy and society by providing election related equipment (including election servers and cyber security equipment) to the Cambodian government and improving the country's capabilities of election administration and cyber security .
  3. The government of Japan announced “three new cooperation approaches” for Cambodia's sustainable development and co-creation of social values. This cooperation embodies one of three approaches, namely “Developing Social Infrastructure According to Development Stages”, and will contribute to the development of digital economy and society in Cambodia.
