- Although Viet Nam faces complex development issues, the capacity and systems of the government agencies and ministries in charge of these issues are inadequate, and it is necessary to train young administrative officers to improve administrative capacity and strengthen the system.
- This project supports young Vietnamese government officials, etc., who are expected to play an active role in the core of the Vietnamese government to obtain a master's or doctoral degree at a Japanese graduate school, thereby contributing to solving the country's development issues and strengthening bilateral relations by building human networks.
