Video Message by Ms. KAMIKAWA Yoko, Minister for Foreign Affairs of Japan, at the Ministerial Meeting of the Third Summit for Democracy

On March 18, the Ministerial Meeting of the third Summit for Democracy was held in Seoul, the Republic of Korea, and Ms. KAMIKAWA Yoko, Minister for Foreign Affairs of Japan, participated in the meeting through a video message.
- The Ministerial Meeting was held under the themes of “AI/Digital Technology and Democracy.”
- In the message, Minister Kamikawa stated that while technologies, including AI, are essential for the continued global sustainable development, various risks and challenges are pointed out regarding generative AI, and that any misuse could damage the very foundations of democracy. She also said that if deep fakes created by AI overwhelm the digital space and information is distorted, decisions within such a space cannot be said to represent the true will of people and political legitimacy and credibility would be undermined. Furthermore, she stressed the need to counter information manipulation that creates mutual distrust and division, pointing out the risks of AI being used for foreign information manipulation, and thus it is necessary to formulate human-centered international governance with multi-stakeholder participation in order to mitigate the risks of technologies, while maximizing opportunities for their innovative use. She referred to the Hiroshima AI Process which Japan launched last year as the G7 Presidency, expressing the will to expand those efforts and promote cooperation for the realization of safe, secure and trustworthy AI.
