The 15th Japan-U.S. Joint High-Level Committee (JHLC) Meeting under the Agreement between Japan and the U.S. on Cooperation in Research and Development in Science and Technology

On May 16, 2023, the 15th Japan-U.S. Joint High-Level Committee (JHLC) Meeting under the Agreement between the Government of Japan and the Government of the United States of America on Cooperation in Research and Development in Science and Technology was held at the Ministry of Foreign Affairs in Tokyo.
- The JHLC Meeting was co-chaired by H.E. Ms. TAKAICHI Sanae, Minister of State for Science and Technology Policy, and H.E. Ms. NAGAOKA Keiko, Minister of Education, Culture, Sports, Science and Technology on behalf of Japan, and The Hon. Arati Prabhakar, Assistant to the President for Science and Technology, and Director of the Office of Science and Technology Policy on behalf of U.S., with the participation of relevant Ministries and agencies of both countries.
- In this meeting, both sides discussed national policies on science, technology and innovation as well as each country’s policy making, bilateral cooperation, and other important fields, including data science, artificial intelligence (AI), quantum technology, climate change, biotechnology, and biomanufacturing.

- In June 1988, Prime Minister TAKESHITA and President Reagan signed the Agreement between Japan and the U.S. on Cooperation in Research and Development in Science and Technology at the G7 Summit. Article V of the Agreement stipulates the establishment of a Joint High-Level (ministerial-level) Committee and Joint Working-Level Committee as a framework for intergovernmental discussions.For the Japanese side, Ministers in charge of science and technology and the Ambassador for Science and Technology Cooperation at the Ministry of Foreign Affairs of Japan have co-chaired the JHLC Meeting and the Joint Working-Level Committee resepectively.
- This meeting is the 15th JHLC Meeting under the Agreement between Japan and the U.S. on Cooperation in Research and Development in Science and Technology and the first JHLC Meeting with the Biden Administration. The most recent meetings are as follows.

The 16th JHLC Meeting in June 2021(online).
