Participation in the Register of Damage Caused by the Aggression of the Russian Federation against Ukraine

On May 16 (local time), under the framework of the Council of Europe (CoE), the Register of Damage Caused by the Aggression of the Russian Federation Against Ukraine (hereinafter referred to as ‘‘the Register’’) was established, and Japan decided to join the Register as an Associate Member and notified the CoE of its participation.
- The Register was established under the CoE for the purpose of registering evidence and claims relating to damage caused by the Russian Federation’s internationally wrongful acts against Ukraine on or after February 24, 2022. This organization will be located in Hague, Netherlands.
- Japan, as an observer state of the CoE, decided to participate in the Register as an Associate Member from the perspective of supporting Ukraine.

- (1) The Register was established on May 16, following the adoption of the relevant framework document at the CoE on May 12.
- (2) As for participation in the Register, states and organizations can participate either as a Participant (which is required to make a mandatory contribution and has the right to vote at the Conference of Participants) or an Associate Member (which is not required to make a mandatory contributions while do not have the right to vote at the Conference of Participants. Associate Members having made a financial contribution to the Register of an amount recommended by the Conference for Participants have the right to vote during the financial year for which they made such a contribution).
- (3) As of the 16th, 41 countries and international organizations, including Japan, have joined the Register as Participant or Associate Member.
