Signing of the Japan-EU Agreement on Bilateral Agreements between Japan and the Member States of the EU for Air Services
On February 20, 2023, H.E. Mr. MASAKI Yasushi, Ambassador Extraordinary and Plenipotentiary of Japan to the European Union, H.E. Mr. Lars DANIELSSON, Ambassador and Permanent Representative of Sweden to the European Union, and Mr. Filip CORNELIS, Director-Aviation, Directorate-General for Mobility and Transport, European Commission, signed the “Agreement between the European Union and Japan on Certain Provisions of Agreements between Member States of the European Union and Japan for Air Services” (Japan-EU Agreement on Bilateral Agreements between Japan and the Member States of the EU for Air Services) in Brussels.
- This Agreement aims to establish a foundation for stable development of aviation relations with the European Union by aligning the content of the existing Bilateral Agreements between Japan and the Member States of the EU for Air Services with the current status of Japan-EU aviation relations. In addition, together with the Japan-EU Bilateral Aviation Safety Agreement that entered into force in 2021, this Agreement aims to further strengthen Japan-EU cooperation in the aviation field.
- Each Contracting Party will send through diplomatic channels to the other Contracting Party the notification confirming that its internal procedures necessary for the entry into force of this Agreement have been completed (in the case of Japan, the approval of the Diet is required.). The Agreement will enter into force on the first day of the next month following the date of receipt of the latter notification.

(Reference 2) During the negotiations, this Agreement was referred to as the Japan-EU Horizontal Agreement.
(Reference 3) The negotiations for this Agreement had been initiated in June 2019, and the both side reached the agreement in principle at the 4th round of the intergovernmental negotiation in April 2022.
