Japan-U.S. Foreign Ministers’ Telephone Talk

On February 26, commencing at 8:40 a.m., for 25 minutes, Mr. HAYASHI Yoshimasa, Minister for Foreign Affairs of Japan, held a Japan-U.S. Foreign Ministers’ telephone talk with the Honorable Antony Blinken, Secretary of State of the United States of America. The overview of the talk is as follows.

  1. The two ministers condemned the recent aggression by Russian military forces, sharing the recognition that such an action infringes upon Ukraine's sovereignty and territorial integrity, constitutes a serious violation of international law prohibiting the use of force, and shakes the foundation of the international order that forbids unilateral changes to the status quo by force, with ramifications well beyond Europe.
  2. Minister Hayashi informed Secretary Blinken that in addition to the measures already announced, the Government of Japan has announced to implement tougher measures, aligning with the United States and European countries, in the areas of finance and export control to respond to the recent aggression, and confirmed to continue close coordination between Japan and the United States.
  3. The two ministers concurred that the current development is a challenge to the international order based on the rule of law, and that appropriate responses to Russia’s actions are necessary to ensure that these actions do not set a wrong precedent, and concurred to continue close coordination between Japan and the United States as well as with the international community, including the G7.
  4. Furthermore, the two ministers reaffirmed the necessity to strengthen the deterrence and response capabilities of the Japan-U.S. Alliance and concurred to continue close coordination toward realizing a “Free and Open Indo-Pacific.”
