Exchange of Diplomatic Notes for the Entry into Force of the Agreement between Japan and the Republic of Finland on Social Security

Diplomatic notes for the entry into force of "the Agreement between Japan and the Republic of Finland on Social Security (hereinafter referred to as “Agreement”) " (signed on September 23, 2019) were exchanged on November 25, 2021 in Helsinki. Following this exchange, this Agreement will enter into force on February 1, 2022.
- For the employees temporarily sent from Japan to the Republic of Finland as well as those temporarily sent from the Republic of Finland to Japan, there are currently problems such as being subject to compulsory coverage under the pension systems and employment insurance systems of both countries, which cause dual payment of social insurance contribution in both countries. Under this Agreement, which is aimed at solving such problems, those employees temporarily sent from either country to the other will be covered in principle, only by the pension system and employment insurance system of the former country provided that the period of such detachment is not expected to exceed five years. This Agreement will also enable those employees to establish eligibility to receive pension benefits in each country by totalizing the periods of the coverage of both countries.
- It is expected that the entry into force of the Agreement will reduce the burden imposed on companies and employees and further promote people-to-people and economic exchanges between Japan and the Republic of Finland.
