1. The First Meeting of the Council on Safety Measures for International Cooperation Projects took place at the Ministry of Foreign Affairs (MOFA) on July 12.

2. Attendees at the meeting were Mr. Fumio Kishida, Minister for Foreign Affairs, Mr. Seiji Kihara, Senior Vice-Minister for Foreign Affairs, Mr. Shinichi Kitaoka, President of the Japan International Cooperation Agency (JICA), and representatives from the Cabinet Secretariat, National Police Agency, Ministry of Internal Affairs and Communications, Ministry of Justice, Ministry of Finance, Ministry of Economy, Trade and Industry, and Ministry of Land, Infrastructure, Transport and Tourism, and other related ministries and agencies.

3. The meeting started with an expression of condolences for the victims of the terrorist attack in Dhaka, Bangladesh. There was also an expression of resolve to continue assistance for developing countries and not be intimidated by terrorism. The participants agreed to conduct a fundamental review on safety measures related to international cooperation, establish an advisory council of external experts and other members to identify issues in a rigorous manner, and announce new safety measures by the end of August.
