The 40th Japan-IAEA Joint Committee Meeting

On 30 November, the 40th Japan-IAEA Joint Committee Meeting was held via teleconference with the attendance of Mr. Ikematsu Hidehiro, Deputy Director‐General, Disarmament, Non‐Proliferation and Science Department, and officials from Nuclear Regulation Authority and Agency for Natural Resources and Energy. From the IAEA side, Mr. Massimo Aparo, Deputy Director General and Head of the Department of Safeguards and his staff joined the meeting.
- In the meeting, both sides exchanged their views on the implementation of domestic safeguards in Japan and also confirmed that the safeguards activities have been carried out in a smooth manner. Both sides also agreed to continue to work closely on enhancing and promoting efficiency of safeguards as a fundamental instrument for ensuring nuclear non-proliferation regime as well as on prospects of safeguards activities in COVID-19 pandemic. Furthermore, both sides discussed a wide range of topics including regional non-proliferation issues such as North Korea and Iran.
- Both sides also confirmed some technical matters related to safeguards implementation in TEPCO's Fukushima Daiichi Nuclear Power Station. The Japanese side additionally explained that the Government of Japan is making efforts on the decommissioning of the NPS and conducting a study on the handling of ALPS (Advanced Liquid Processing System) treated water, and that Japan will continue to provide relevant information to the international community in a courteous and transparent manner. The IAEA side expressed appreciation for the explanation, and said that dialogue on this matter with the relevant departments should continue.
