Opening address by Foreign Minister, Mr. HAYASHI Yoshimasa, on the UNDP/JICA Special Forum “Human Security and Africa’s Challenges: Toward TICAD 8”

On July 13th, Mr. HAYASHI Yoshimasa, Minister for Foreign Affairs of Japan, delivered an opening address at the United Nations Development Programme (UNDP) and the Japan International Cooperation Agency (JICA) Special Forum, “Human Security and Africa’s Challenges: Toward TICAD 8.” The overview is as follows:

  1. On the occasion of the visit to Japan by Mr. Achim Steiner, Administrator of the United Nations Development Programme (UNDP), the forum was held to examine the concept of human security in depth based on the special report on human security released by the UNDP in February 2022 and the “Human Security Today” report of the JICA Ogata Sadako Research Institute for Peace and Development launched in March, ahead of the eighth Tokyo International Conference on African Development (TICAD 8) to be held in August. At the forum, after a silent prayer for the repose of the soul of the former Prime Minister Abe at the beginning of the session, Minister Hayashi and Mr. TAKEMI Keizo, member of the House of Councillors and co-chair of the High-Level Advisory Panel for the special report, delivered opening addresses, which were followed by keynote addresses by Administrator Steiner and Mr. TANAKA Akihiko, President of JICA, and a lively panel discussion among experts.
  2. In his opening address, Minister Hayashi stated that Japan will emphasize investing in people and supporting African-led development at TICAD 8, noting that Japan has long taken initiatives through the TICAD process based on the principle of human security. In addition, Minister Hayashi announced that, through field-level activities implemented by TICAD co-organizers the UNDP and JICA, Japan intends to further contribute to sustainable development in Africa from a human security perspective.
