Study on Human Resources Development in International Cooperation for Peace
Summary of the "Action Plan"
1. Securing of Human Resources
- Coordination among databases
Coordination of existing databases of various institutions -- Increasing and strengthening access for interested individuals - Enhancement of seeking of human resources at universities and other academic institutions
Dispatch of lecture experienced with on-site international peace cooperation activities to universities and others -- Seeking young human resources with interest
2. Fostering of Human Resources
- Accreditation of on-site activities as university credit
Accreditation of activities by the Japan Overseas Cooperation Volunteers (JOCV) and other on-site activities as university credit -- facilitation of coordination between on-site experience and completion of academic degrees for further career development - Enhancement of training in the area of international cooperation for peace
Enhancement of training in the area of peace-building by Japan International Cooperation Agency (JICA) and other organizations - Coordination with other countries
Hosting of seminars and others through cooperation with experienced overseas Peacekeeping Operations (PKO) Centers and other institutions -- utilization of knowledge of foreign countries - Promotion of sending young personnel abroad for human resources development
Promotion of sending junior professional officers (JPO) abroad for activities concerning international cooperation for peace through national funding as a measure to foster these human resources - Promotion of internship acceptance
Acceptance of interns at the Ministry of Foreign Affairs (MOFA) and other ministries and agencies -- Provision of opportunity to gain on-site experience - Enhancement of training on safety management
3. Utilization of Human Resources
- Strategic dispatch of Japanese personnel by the Government
Compile a list of human resources in the area of international cooperation and execute strategic dispatch of these personnel for PKO and other activities. Special researcher of the Ministry of Foreign Affairs, JICA expert and others should be utilized for the international cooperation for peace. - Improvement in domestic environment for social reintegration of those individuals who were engaged in international peace cooperation activities. Improvement in domestic environment such as utilization of those individuals who were engaged in international peace cooperation activities in the academic world -- Formulation of a career path for individuals in the area of international cooperation for peace
4. Follow-up
- Establishment of a liaison conference
The Secretariat of the Cabinet Office's International Peace Cooperation Headquarters, MOFA, the Ministry of Education, Culture, Sports, Science and Technology (MEXT), and JICA will establish a liaison conference for the follow up of the Study (the Cabinet Secretariat will also participate in the conference). Considerations are being made on the future human resources development mechanism of the entire Government. - Opinion exchange with intellectuals and disclosure of implementation status
At the liaison conference, exchange of opinions with intellectuals and experts will be arranged whenever necessary, the implementation status of the "Action Plan" will be reported and disclosed.
