Treaties to be submitted to the 164th Ordinary Session of the Diet

The following is a list of treaties relating to the Ministry of Foreign Affairs (MOFA).
A. Treaties to be submitted to the Diet by the Government
* Special Measures Agreement on Host Nation Support
"Agreement Between Japan and the United States of America Concerning New Special Measures Relating to Article XXIV of the Agreement Under Article VI of the Treaty of Mutual Cooperation and Security Between Japan and the United States of America, Regarding Facilities and Areas and the Status of United States Armed Forces in Japan (Official name)"
This agreement stipulates that Japan shall bear all of or a part of certain expenditures (Labor costs, Utilities Costs and Training Relocation Costs) pertaining to the United States Forces in Japan for two years.
* Treaty between Japan and the Republic of Korea on Mutual Legal Assistance in Criminal Matters
This treaty stipulates the requirements and procedures on mutual legal assistance between Japan and the Republic of Korea in connection with investigations, prosecutions and other proceedings in criminal matters.
* United Nations Convention against Corruption
The convention stipulates prevention and criminalization of such acts by public officials as bribery, embezzlement and laundering of the proceeds of crime derived from acts of corruption. It also stipulates confiscation and return of the proceeds of crime as well as international cooperation to fight against corruption.
* Agreement between the Government of Japan and the Government of Malaysia for an Economic Partnership
This agreement stipulates liberalization and facilitation of trade and investment, improvement of the business environment and bilateral cooperation, etc. with a view to promoting an economic partnership with Malaysia.
* Agreement on Duty-Free Treatment of Multi-Chip Integrated Circuits (MCPs)
This agreement stipulates tariffs on MCPs to be free among Japan, the Republic of Korea, the European Community, the United States of America and the Separate Customs Territory of Taiwan, Penghu, Kinmen and Matsu, prior to the negotiations at the World Trade Organization.
* Convention between Japan and the United Kingdom of Great Britain and Northern Ireland for the Avoidance of Double Taxation and the Prevention of Fiscal Evasion with respect to Taxes on Income and on Capital Gains
This convention stipulates that Japan and the United Kingdom take preventive measures against fiscal evasion, as well as promote further investment by a large scale of tax reduction for investment income at a source country.
* Protocol amending the Convention between the Government of Japan and the Government of the Republic of India for the Avoidance of Double Taxation and the Prevention of Fiscal Evasion with respect to Taxes on Income
This protocol stipulates that Japan and India promote further investment by tax reduction for investment income at a source country, as well as abolish tax sparing credit.
* Agreement between Japan and Canada on Social Security
This agreement stipulates that Japan and Canada adjust the application of their social security systems, and establish entitlement to benefits of those temporarily sent to the other country by adding together the enrollment periods in the systems of both countries.
* Agreement for the Implementation of the Provisions of the United Nations Convention on the Law of the Sea of 10 December 1982 Relating to the Conservation and Management of Straddling Fish Stocks and Highly Migratory Fish Stocks
This agreement aims at ensuring the long-term conservation and sustainable use of straddling fish stocks and highly migratory fish stocks, stipulating general principles for the conservation and management of both fish stocks on the high seas.
* Protocol on Preparedness, Response and Co-Operation to Pollution Incidents by Hazardous and Noxious Substances, 2000
This protocol stipulates the preparedness, response and international co-operation to marine pollution by Hazardous and Noxious Substances other than oil.
* Agreement between the Government of Japan and the European Atomic Energy Community for Co-operation in the Peaceful Uses of Nuclear Energy
This agreement stipulates a framework for cooperation between Japan and the European Atomic Energy Community (EURATOM) on the peaceful uses of nuclear energy.
* Protocol relating to an amendment to Article 56 of the Convention on International Civil Aviation
This protocol increases the membership of the Air Navigation Commission of the International Civil Aviation Organization from 15 to 19.
* Protocol of Amendments to the Convention on the International Hydrographic Organization
This protocol stipulates structural reorganization of the International Hydrographic Organization to enable more adequate hydrographic activities.
* Amendments to the Convention on the International Maritime Organization (Institutionalization of the Facilitation Committee)
These amendments stipulate institutionalisation of the Facilitation Committee within the framework of the IMO in order to consider any matter concerned with the facilitation of international maritime traffic.
B. Treaties to be submitted to the Diet by the Government (under consideration)
* Convention for the Protection of Cultural Property in the Event of Armed Conflict
This convention stipulates that the High Contracting Parties undertake appropriate measures for the safeguarding of cultural property in time of peace and respect it during armed conflict by refraining from, for example, any act of hostility against such property.
* Protocol for the Protection of Cultural Property in the Event of Armed Conflict
This protocol stipulates that the occupying power undertakes to prevent the exportation of cultural property from a territory occupied by it and each High Contracting Party undertakes to take into its custody cultural property imported into its territory and to return it, at the close of hostilities, to the competent authorities of the occupied territory.
* Second Protocol to the Hague Convention of 1954 for the Protection of Cultural Property in the Event of Armed Conflict, The Hague, 26 March 1999
This protocol establishes "enhanced protection" to place cultural property under the international control and stipulates that High Contracting Parties shall establish some act in violation of the Convention and this Protocol as criminal offences under their domestic law.
* Agreement between Japan and the Kingdom of Thailand for an Economic Partnership
This agreement stipulates liberalization and facilitation of trade and investment, improvement of the business environment and bilateral cooperation, etc. with a view to promoting an economic partnership with Thailand.
* Agreement between Japan and the Republic of the Philippines for an Economic Partnership
This agreement stipulates liberalization and facilitation of trade and investment, improvement of the business environment and bilateral cooperation, etc. with a view to promoting an economic partnership with the Philippines.
* Agreement on Mutual Recognition of Results of Conformity Assessment between Japan and the United States of America (Provisional Title)
This Agreement stipulates a legal framework between Japan and the United States of America for the mutual recognition of the results of conformity assessment procedures concerning telecommunications terminal equipment and radio equipment.
